Engineer (Ecole des Ponts ParisTech) and holder of a Master’s degree in Economics (Paris Saclay University), Emmanuel defended in 2020 a PhD thesis (Paris 1 Panthéon-Sorbonne University) about the relationship between economic growth, energy use and climate change. He joined in 2019 the French Treasury (Ministry of Economy and Finance) where he contributed to the design of economic policies in the housing sector (land consumption, energy retrofit, fiscal policy) and now collaborates on the deployment of export credit instruments for energy projects. His research focuses on the links between technical progress, energy use and long-term growth.
